The advice in this resource has been prepared by the Aged Care Quality and Safety Commission’s Chief Clinical Advisor Dr Melanie Wroth, to support residential aged care services in Victoria in preparing for and responding to a COVID-19 outbreak. The advice is informed by the Commission’s involvement in monitoring and supporting providers to identify and mitigate pandemic-related risks, including managing an outbreak in their service, and the lessons learned from these experiences.

Key documents and information to be available at commencement of performance assessment

Every performance assessment at a service’s premises begins with an entry meeting between the person in charge at the service and the Assessment Team. The Assessment Team will request certain key documents during the entry meeting at site audits, review audits and assessment contacts where performance against the Aged Care Quality Standards (Quality Standards) is being assessed.

These scenarios cover a range of examples to help providers understand issues around the use of physical and chemical restraint. They are intended to be illustrative only, and should not be relied upon as authority.

Providers should be mindful of their obligations under the Quality of Care Principles 2014, and pay careful attention to the legislative requirements underpinning the use of restraint when applying those obligations to real-life situations. Further information on provider obligations can be found in this document.

Transitional provisions allow the Commissioner to continue with regulatory activities that had started prior to commencement of the Rules. The Commissioner may make any arrangements as are necessary for the purposes of completing the activities. The Rules provide for processes commenced before 1 January 2019 to continue to be progressed as if the steps had been taken under the Rules. This includes applications for re-accreditation, quality reviews and monitoring processes.
